Call to Order/Roll Call

 

Mayor Mike Wellner called the meeting to order with the following members present:  Dave J. Brandner, Laura Holmes, Greg Knight, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

 

Pledge of Allegiance

 

Alderperson Weix began the meeting by leading the group in reciting the "Pledge of Allegiance".

 

Open Meeting Law

 

Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

 

City Personnel Present

 

The following City personnel were present:  City Clerk Ginny Brost, Coordinator/Public Works Director John Fales, and Street & Water Superintendent Joe Harris.  City Attorney Courtney Graff was an excused absence.

The following visitors were present:  Brian Wilson-Star News, Sue Emmerich-Chamber of Commerce, and Joe Mitchell.

Minutes

 

Peggy Kraschnewski moved, Laura Holmes seconded a motion to approve the following minutes, and place the same on file in the Clerk's Office:  (1)  January 15, 2019 Council, (2) January 21, 2019 Committee of the Whole,  (3)  January 21, 2019 Committee of the Whole-Closed Session, (4) January 28, 2019 Swimming Pool Committee, and (5) February 11, 2019 Committee of the Whole.  All in favor:  All Aye. Motion Carried.

 

 

Resolution Establishing Designated Unreserved Accounts for the General Fund & Other Funds

 

Greg Knight moved, Clem Johnson seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1849 that establishes the following designated unreserved accounts for the General Fund and other funds and their associated balances as of  December 31, 2017:  Accounting Software  @  $27,895.50; Capital Construction @ $155,429.67; Chamber Building Maintenance @ $25,000; City Office Equipment @ $26,130.08; Citywide Assessment Revaluation @ $89,135.00; Election Equipment @ $16,205.00; Fire Department-Vehicle @ $24,761.59; Geographical Information System @ $4,608.51; Land Acquisition @ $31,459.00; Park Development @ $45,159.62; Police Vehicles @ $26,990.67; Public Works Equipment @ $351,214.79; Public Works Sand, Salt & Rental @ $184,998.84; Recreation @ $9,117.00; Swimming Pool Set Aside @ $32,103.19; Web Site Development @ $1,350.06; Recycling-Tub Grinder @ $185,221.32; Wastewater Utility-Vehicle Replacement @ $144,314.00; and Wastewater Utility-Jetter Truck @ $185,040.00. Resolution Rescinding an Unlawful Tax on Parcel #251-01391-000 Owned by David E. Zipprich (127 Division Street)

 

Clem Johnson moved, Michael Bub seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1850 that declares an unlawful tax and rescinds the tax amount of $648.18 for property that did not exist as of January 1, 2018 on Parcel #251-01391-0000 owned by David E. Zipprich and located at 127 Division Street.  The  resolution includes approval to allocate the $648.18 from the 2019 Illegal Tax account (#10-51910-39900).  The resolution also includes that the City file a request with the Department of Revenue for reimbursement for that portion of the rescinded taxes that were paid to the overlying taxing districts. Resolution Delegating Certain Authority to the City Coordinator/Public Works Director - Sale of Land in Existing Industrial Parks Contingent Upon Council Approval

 

The Plan Commission, at its February 18, 2019 meeting, did not approve granting the City Coordinator/Public Works Director authority to sell City-owned land in the Industrial Parks with said agreements presented to the Council for final approval.  No Action Taken.

 

Final Resolution Levying Special Assessments for All Property Abutting Upon Both Sides of Brehm Drive from Its Intersection with Roberta Street to Approximately 350 Feet

 

Michael Bub moved, Clem Johnson seconded a motion to suspend Council Rules #13A & #13B, and adopt Final Resolution #1851 that levies special assessments upon all property abutting upon both sides of Brehm Drive from its intersection with Roberta Street to approximately 350 feet. The public improvements consisted of storm sewer bituminous surfacing, curb & gutter, driveway aprons, landscaping, temporary landscaping easements, and engineering.   The City’s interest rate on this project is 3.85%.  Roll Call Vote:  Dave J. Greg Knight moved, Laura Holmes seconded a motion to suspend Council Rules #13A & #13B, and adopt Final Resolution #1852 that levies special assessments upon all property abutting upon both sides of Joan Street from its intersection with West Broadway Avenue to its intersection with Gail Street.  The public improvements consisted of water mains and laterals, sanitary sewer mains and laterals, storm sewer, bituminous surfacing, curb & gutter, driveway aprons, sidewalks, landscaping, temporary landscaping easements, and engineering. The City’s interest rate on this project is 3.85%.  Roll Call Vote:  Dave J. The public improvements consisted of water mains and laterals, sanitary sewer mains and laterals, storm sewer, bituminous surfacing, curb & gutter, driveway aprons, sidewalks, landscaping, temporary landscaping easements, and engineering. The City’s interest rate on this project is 3.85%.  Roll Call Vote:  Dave J. Clem Johnson moved, Peggy Kraschnewski seconded a motion to

offer the Pool Manager position to Abbie Bergman at an annual salary of $3,000.  (Pool Committee member Barb Gelhaus made the offer to Ms. Bergman contingent upon Council approval.  Ms. Bergman has accepted the offer subject to Council approval.)  Roll Call Vote:  Dave J. 2019 Pool Personnel Wages

 

Laura Holmes moved, Dave Roiger seconded a motion to establish the 2019 pool wages as follows:  Head Lifeguard Base Wage @ $12.88 per hour; Assistant Head Lifeguard @ Additional $.50 per hour; Lifeguard Base Wage @ $11.33 per hour; and Pool Attendant Base Wage @ $7.73 per hour.  Roll Call Vote:  Dave J. Laura Holmes moved, Christine Weix seconded a motion to raise the non-participating municipalities' pool rates as follows:  (1) Family passes from $90.00 to $100.00, (2) Adult/high school pass from $45.00 to $50.00, and (3) Grade school from $35.00 to $40.00.  (4) Participating municipalities' pool rates will remain the same.  Roll Call Vote:  Dave J. Clem Johnson moved, Dave Roiger seconded a motion to approve the issuance of a regular operator's licenses to Paula Thomsen and Michael Johnson for the period beginning February 20, 2019 and ending June 30, 2019 and temporary licenses for the Women’s Weekend Wine Walk on February 23, 2019 to Dave J. Brandner, Emily Balsis, Ashley Boehlen, OraLee Dittrich, Nicole Glenzer, Samuel Klinner, Kris Nelson, Joel Landon, Sandra Kuenne, Chelsea Zenner, Joyce Christopherson, Kathleen Woodward, Tracy Beckstrand, Kari Leech, Andrea Buksa, and Connie Bergman. All in favor:  All Aye.    Motion Carried.

Adjourn to Closed Session

 

Laura Holmes moved, Dave J. Brandner seconded a motion to adjourn the meeting to Closed Session at 6:15 PM in accordance with Wisconsin State Statues 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a Closed Session.  The purpose of this Closed Session is to discuss the sale of City-owned land.  Roll Call Vote:  Dave J.
