Call to Order/Roll Call

 

Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Greg Knight, Peggy Kraschnewski, Christine Weix, Dave Roiger, and Clem Johnson. Alderperson Mike Bub was an excused absence. All vote tallies will be with the exception of Alderperson Bub's vote.

 

Pledge of Allegiance

 

Alderperson Roiger began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

 

Open Meeting Law Compliance

 

Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

 

City Personnel Present

 

The following City personnel were present; City Clerk Ginny Brost, City Coordinator/Public Works Director John Fales, Street & Water Superintendent Joe Harris, Electric Utility Manager Spence Titera, and Wastewater Utility Superintendent Ben Brooks. City Attorney Courtney Graff was an excused absence.

Visitors present were Brian Wilson-Star News and Gary & Sherri Woller.

No citizens or delegations addressed the Council.

 

Presentation - Certificate of Appreciation

 

On July 30, 2018, Gary Woller notified the City that he would be leaving his employment with the Electric Utility on August 3, 2018. Mayor Wellner presented Mr. Woller with a Certificate of Appreciation.

 

Minutes

 

 

Peggy Kraschnewski moved, Clem Johnson seconded a motion to approve the following minutes, and place the same on file in the Clerk's Office: (1) June 19, 2018 Council; (2) June 25, 2018 Committee of the Whole, and (3) July 23, 2018 Committee of the Whole. All in favor: All Aye. Motion Carried.

 

Ordinance Rescinding & Recreating Chapter 11.2 of the City Code of Ordinances Entitled Alcoholic Beverages

 

Peggy Kraschnewski moved, Greg Knight seconded a motion to suspend Council Rules #12A & #12B, and adopt Ordinance #1035 that rescinds and recreates Chapter 11.2 of the City of Medford Code of Ordinances entitled Alcoholic Beverages as presented. Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Peggy Kraschnewski-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Absent; Clem Johnson-Yes (7 Yes; 0 No; 1 Absent)

Resolution Establishing Fees for Disposal of Septic Tank Waste and/or Holding Tank Waste into the City's Wastewater Utility Facility

 

Dave Roiger moved, Laura Holmes seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1843 that establishes the following septic hauler rates effective September 1, 2018: Holding Tank Waste from $12.75 per 1,000 gallons to $14.25 per 1,000 gallons, and Septic Tank Waste from $70.00 per 1,000 gallons to $84.00 per 1,000 gallons. Resolution Establishing the 2019 Solid Waste & Recycling Fees

 

Clem Johnson moved, seconded a motion to approve the transfer of $20,000.00 from the Refuse/Recycling retained earnings account to the 2019 Refuse/Recycling Budget, and to establish the 2019 refuse/recycling fees as follows with no increase: Over 62 years of age with not more than one waste container per week at $15.25 per month (Solid Waste @ $11.10 and Recycling at $4.15) and All other residential units at $16.25 per month (Solid Waste @ $11.90 and Recycling at $4.35). Payment in Lieu of Taxes Agreement with Taylor County Housing Authority

 

Clem Johnson moved, Dave Roiger seconded a motion to approve the formal agreement between the City and Taylor County Housing Authority regarding their payment in lieu of taxes to the City as presented. Hiring an Electric Utility Journeyman Lineman

 

On July 30, 2018, Gary Woller submitted his resignation from his position as an Electric Utility lineman effective August 3, 2018. With Mr. Woller’s resignation, City personnel are requesting authorization to hire a journeyman lineman to replace Mr. Woller.

 

Dave Roiger moved, Dave Brandner seconded a motion to authorize the Coordinator/Public Works Director and the Electric Utility Manager to hire an Electric Utility journeyman lineman to replace the retiring employee. Police Department Vehicle Purchase & Funding for the Same

 

The Medford Police Department solicited quotes on a 2018 or 2019 Ford Utility Police Interceptor from the dealers that are listed below. The new police vehicle will replace the current 2011 Dodge Ram pickup (Squad #67). The 2011 Dodge Ram pickup truck will be sold to the Public Works Department at a later date. Clem Johnson moved, Greg Knight seconded a motion to take the following action regarding the Police Department's purchase of a new vehicle: (1) Authorize the Police Department to purchase a 2018 Ford Utility Police Interceptor limited stock vehicle from Kayser Auto in an amount not-to-exceed $29,500; (2) In the event the limited stock vehicle is not available, authorize the Police Department to purchase a 2019 Ford Utility Police Interceptor from Medford Motors in an amount not-to-exceed $29,899. (3) Funds for this purchase would be allocated from the Police Equipment Vehicle Capital Outlay account (#10-57210-81210). (4) Authorize the Public Works Department to purchase the 2011 Dodge Ram Pickup from the Police Department for a price of $10,500.00. Roll Call Vote: Dave J. Clem Johnson moved, Laura Holmes seconded a motion to grant the issuance of a Class B beer license to Jennie’s Inc. d/b/a Asian Buffet, Bernel Sanchez Pedro Leonardo, agent for the premise located at 344 South Eighth Street for the period beginning August 8, 2018 and ending June 30, 2019. All in favor: All Aye. Motion Carried.

 

 

Class A Beer/Liquor License Change of Agent - Kwik Trip #351

 

Dave Brandner moved, Christine Weix seconded a motion to approve the Kwik Trip #351's change of agent on its Class A beer/Liquor license for the premise located at 177 South Eighth Street to Ashley Hale. All in favor: All Aye. Motion Carried.

 

 

Parade/Special Event Permit - Walk to End Alzheimer's

 

Laura Holmes moved, Peggy Kraschnewski seconded a motion to the issuance of a parade/special event permit to the Alzheimer’s Association for their annual Walk to End Alzheimer’s scheduled for September 22, 2018 beginning at approximately 8:00 AM (set up at 6 AM) and ending at approximately 11:00 AM. All in favor: All Aye.

Issuance of Refuse/Recycling Hauler's License(s)

 

Dave Roiger moved, Laura Holmes seconded a motion to approve Advanced Disposal and Waste Management of Wisconsin, Inc.’s refuse collection/recycling hauler’s license applications for the period retroactive to July 1, 2018 and ending June 30, 2019. All in favor: All Aye. Motion Carried.

 

 

City Purchase of Land Adjacent to the Electric Utility South Substation

 

Dave Roiger moved, Christine Weix seconded a motion to

approve the purchase of a 50’ x 200’ piece of land adjacent to the Electric Utility South Substation located at 903 South Whelen Avenue from Sierra Pacific Windows for $1.00 contingent upon an accepted vacant offer to purchase agreement and subject to the following: (1) The City will relocate Sierra Pacific Window’s driveway. (2) The City will be responsible for the cost of the survey, and transfer fees.Roll Call Vote: Dave J. Dave Roiger moved, Laura Holmes seconded a motion to approve the issuance of a regular operator's license to Brendan Olsen, Kristina Lekie, Karrie Ackley, Susan Meyers, Ezra Kazee, Tina Cederholm, Rebecca Swiggum, Kimberly Kraschnewski, Cassie Riemer, Mekayla Gronholm, and Julieanna Dyer for the period beginning August 8, 2018 and ending June 30, 2019. All in favor: All Aye. Motion Carried.

 

 

Coordinator's Report

 

The Coordinator's report was as follows: (1) An update on the Public Works project was given. (2) An update on the Electric Utility projects was given. (3) An update on the Wastewater Utility projects was given. (4) On July 30, 2018, Wal-Mart Real Estate Business Trust filed a new lawsuit against the City regarding its 2018 assessment for the property located at 1010 North Eighth Street. The matter has been referred to the attorney (provided by the City’s insurance carrier) handling this matter for the City.
