Call to Order/Roll Call

John Fales, Executive Director/Secretary called the meeting to order with the following members present: Michael Wellner, Sue Emmerich, Dave Koester, Brent Hallgren, Laurie Peterson and Terry Nau. Peggy Kraschnewski arrived at 8:05.

Approval: Engineering Contract for Water Tower #3 and the East Side Interceptor Sewer & Water Project

With TIF #13’s expenditure period closing in June of 2020 final projects that the Medford Utilities would be able to continue with the Eastside interceptor, construction of a 3rd water tower, and a new water pressure zone with both water projects being specified in the 2015 AECOM water system analysis report.

In calendar years 2020-2022, the City is planning the following projects: (1) An interceptor sewer from the end of the 12 inch sewer at Hwy 64 north along Correction Creek to Allman Street; (2) A watermain and sewer extension from Malibu Drive, east along Allman Avenue to the location of the new water tower; and (3) a new 200,000 gallon pedestal spheroid water tower south of Allman Street. The project involves approximately 6,000 lineal feet of sanitary sewer and 3,100 lineal feet of watermain. All projects are located in and adjacent to Tax Increment District #13 which is under the control of the Community Development Authority Board. The estimated cost are as follows: water tower is $1,265,000.00, watermain $389,000.00, sanitary sewer $208,400.00 and interceptor $554,200.00 for a total of $2,416,600.00.

An engineering contract for the above projects was solicited from Ayres & Associates, Inc. (the City’s engineers). The total engineering cost is $248,300 and is broke down as follow

The Community Development Authority Board needs to approve projects, then Council will need to approve the finance and engineering contract. Monies for the engineering will be allocated from the general fund undesignated reserve account.

Additional conversation took place regarding: (1) Timeline to complete project; (2) TIF Periods; (3) Additional Developments; and (4) Review of TIF Districts.

Sue Emmerich moved, Peggy Kraschnewski seconded a motion to approve the engineering contract with Ayres & Associates (the City's engineers) for the following projects: (1) An interceptor sewer from the end of 12 inch sewer on Highway 64 north along Correction Creek to Allman Street; (2) A watermain and sewer extension from Malibu Drive east along Allman Street to the location of the new water tower; and (3) A new 200,000 gallon pedestal spheroid water tower south of Allman Street at a cost not-to-exceed $248,300 with monies allocated from the General Fund Undesignated Reserve Account. Motion Carried.

Laurie Peterson moved and, seconded by Sue Emmerich to adjourn the meeting at 8:19 AM. All in favor: All Aye. Motion Carried.
