Call to Order/Roll Call

 

Mayor Mike Wellner called the meeting to order with the following members present:  Dave. J. Brandner, Laura Holmes, Greg Knight, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

 

Pledge of Allegiance

 

Alderperson Roiger began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

 

Open Meeting Law Compliance

 

Mayor Wellner announced that this was an open meeting of the Committee of the Whole. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

 

City Personnel Present

 

The following City personnel were present:  City Clerk Ginny Brost, and Coordinator/Public Works Director John Fales. City Attorney Courtney Graff was an excused absence.

 

Visitors

 

Visitors present were:  Brian Wilson-Star News, Pat Sullivan-Medford Area Public School Superintendent, Tony Hallgren-Hedlund Agency/Spectrum Group, Paul Dixon and Mark Timme-Medford Area School Board Members, Samuel Blair, Ben Brunner, Matthew Jensen, Lyda Sigmund, Shaniah Brandt, Carter Waldhart, Jennifer Kahn, Kayla Szydel, and Lyze Brandner.

 

Citizens & Delegations Comments

 

No citizens or delegations addressed the Committee.

 

General

 

Medford Area School District Annual Update

 

Medford Area School District Administrator Pat Sullivan gave an update on school district happenings. Administrator Sullivan also gave a brief overview of the Findorff facility assessment of the Medford Area Senior High School.  No Action Taken.

 

Planning

 

There were no planning issues to discuss.

 

Finance

 

Ordinance Establishing Rate of Compensation for the Mayor

 

On October 4, 2011, Council adopted Ordinance #971 that increased the Mayor’s annual salary to $9,000 effective following the April 12, 2012 Spring General Election.

 

The Committee of the Whole, at its September 30, 2019 Budget Review Session, requested the City Clerk prepare an ordinance that would increase the Mayor’s annual salary to $10,000.00 effective April 21, 2020. 

 

Greg Knight moved, Laura Holmes seconded a motion to recommend that Council adopt an ordinance that would increase the Mayor's annual salary from $9,000 to $10,000 effective April 21, 2020.  All in favor:  All Aye. Motion Carried.

 

 

Finance Update(s)

 

September 2019 Building Permit Report - The Committee reviewed the September 2019 Building Permit Report.

There were no personnel issues to discuss.

 

Public Safety

 

There were no public safety issues to discuss.

 

Electric Utility

 

There were no Electric Utility issues to discuss.

 

Landfill/Refuse/Recycling

 

There were no landfill, refuse or recycling issues to discuss.

 

Wastewater Utility

 

There were no Wastewater Utility issues to discuss.

 

Water Utility

 

There were no Water Utility issues to discuss.

 

Public Works

 

There were no public works issues to discuss.

 

Parks/Recreation

 

There were no parks or recreation issues to discuss.

 

Tree Board

 

There were no tree issues to discuss.

 

Pool Committee

 

There were no pool issues to discuss.

 

Coordinator's Report

 

The Coordinator's Report was as follows:  (1) An update on the capital projects was given . (2) An update on the electric utility projects was given. (3) An update on the wastewater utility projects was given. (4)  Electric Utility employee Ryan Steffen has successfully completed his one-year probationary period.  Effective October 31 2019, his wage will increase from $36.71 per hour to $38.64 per hour.

Upcoming Meetings - The upcoming meeting schedule was reviewed.

 

Adjourn to Closed Session

 

Laura Holmes moved, Peggy Kraschnewski seconded a motion to adjourn the meeting to Closed Session  at 6:20 PM in accordance with Wisconsin Statutes 19.85(1)(c) to consider the employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.  The purpose of the Closed Session is discuss and possibly act upon the 2020 employee salaries, wages, and benefits. Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Peggy Kraschnewski-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No)  Motion Carried.  Meeting Adjourned to Closed Session.

The meeting adjourned from Closed Session at 7:20 PM.
