Call to Order/Roll Call

 

Mayor Mike Wellner called the meeting to order with the following members present: Laura Holmes, Peggy Kraschnewski, Greg Knight, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson. Alderperson Dave J. Brandner was an excused absence.  All vote tallies will be with the exception of Alderperson Brandner's vote.

 

Pledge of Allegiance

 

Alderperson Knight began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

 

Open Meeting Law Compliance

 

Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

 

City Personnel Present

 

The following City personnel were present:  City Clerk Ginny Brost, Police Chief Bryan Carey, Street & Water Superintendent Joe Harris, Electric Utility Manager Spence Titera, Wastewater Utility Superintendent Ben Brook, and Treasurer Kevin Doberstein. Coordinator/Public Works Director John Fales and City Attorney Courtney Graff were excused absences.

 

Visitors Present

 

Visitor present was Brian Wilson-Star News.

 

Citizens & Delegations Comments

 

No citizens or delegations addressed the Council.

 

Adjourn to Closed Session

 

 Laura Holmes moved, Clem Johnson seconded a motion to adjourn to Closed Session at 6:35 PM in accordance with Wisconsin State Statute 19.85(1)(c) to consider the employment, promotion, compensation or performance evaluation data of any public employee over which the government body has jurisdiction or exercises responsibility.  The purpose of this Closed Session is to discuss the new Treasurer’s salary.  Roll Call Vote:  Dave J. Brandner-Absent; Laura Holmes-Yes; Greg Knight-Yes; Peggy Kraschnewski-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (7 Yes; 0 No; 1 Absent)  Motion Carried.  Meeting Adjourned to Closed Session.

Council reconvened into Open Session at 6:45 PM.

 

 

Minutes

 

 

Peggy Kraschnewski moved, Clem Johnson seconded a motion to approve the following minutes, and place the same on file in the Clerk's Office:  (1) August 19, 2019 Council, and (2) August 26, 2019 Committee of the Whole.  All in favor:  All Aye. Motion Carried.

 

New Treasurer Job Offer

 

Clem Johnson moved, Laura Holmes seconded a motion to

approve the selection of  Kathleen Tom to replace retiring Treasurer Kevin Doberstein, and offer the following to Ms. Tom:  (1) One year probationary period beginning September 30, 2019 and ending September 29, 2020.  (2)  Beginning September 30, 2019, the salary shall be $26.73 per hour.  (3)  Beginning January 1, 2020 – There will be no annual salary increase at this time. (4)  Beginning March 1, 2020 and contingent upon a successful job performance review, the salary shall increase to $28.22 per hour.  (5)  July 1, 2020 - There will be no annual salary increase at this time.  (6)  Beginning September 30, 2020 and contingent upon a successful job performance review, the salary shall increase to $29.70 per hour plus the amount of increase the non-union employees received on January 1, 2020.  Roll Call Vote:  Dave J. Brandner-Absent; Laura Holmes-Yes; Greg Knight-Yes; Peggy Kraschnewski-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (7 Yes; 0 No; 1 Absent)

Parade/Special Event Request - WKEB-K99 & Marilyn's Fire Station to Use City-owned Parking Lot on Whelen Avenue

 

The City of Medford has received an application from WKEB-K99/Marilyn’s Fire Station to use the City-owned parking lot on Whelen Avenue for the annual Tailgate Party/Football Game event scheduled for Sunday, September 15, 2019 beginning at 8:00 AM until 7:00 PM. The request has been reviewed by the various City departments.  None had any comments.

 

Laura Holmes moved, Dave Roiger seconded a motion to recommend that Council approve the issuance of a parade/special event permit to allow WKEB-99/Marilyn's Fire Station to use the City-owned Whelen Avenue parking lot for the annual Tailgate Party/Football Game event scheduled for Sunday, September 15, 2019 beginning at 8:00 AM until 7:00 PM.  All in favor:  All Aye. Motion Carried.

 

 

Issuance of Private Well Permit(s)

 

Michael Graf at 1333 South Eighth Street has submitted a request to renew his two-year private well.   His request meets the requirements of the City Code of Ordinances, and is eligible for a two-year renewal of his private well permit retroactive to August 1, 2019 and ending July 31, 2021.

 

Michael Bub moved, Laura Holmes seconded a motion to approve the issuance of a two-year private well permit to Michael Graf for his property located at 1333 South Eighth Street retroactive to August 1, 2019 and ending July 31, 2021.  All in favor:  All Aye. Motion Carried.

 

 

Issuance of Operator's (Bartender's) License(s)

 

There were no operator's license application(s) to consider and approve.  No Action Taken.

 

Adjourn to Budget Review Session

 

Clem Johnson moved, Christine Weix seconded a motion to adjourn to the Budget Review Session at 6:50 PM.  All in favor:  All Aye.  Motion Carried.  Meeting Adjourned to Budget Review Session.
