Call to Order/Roll Call
Chairman Wellner called the meeting to order at 5:00. Members present: Wellner, Johnson,
Hansen, Dixon and Zimmerman. Brandner and Nazer were excused absences.
Citizens present: Jeremy Doyle and Brian Wilson.
Approval of Minutes from April 15, 2019 meeting.
Johnson moved and Hansen seconded a motion to approve the April 15, 2019 meeting minutes.
All Aye, Motion carried (5,0,2)
Discussion: BellaZenn parking lot review
Bellazenn Salon Spa and Eco Boutique was granted ZP 18-04 in March 2018 to construct a parking lot with a surface material that was not listed as approved in the Zoning Code. Part of the approval included a review in the July 2019 Plan Commission meeting. A discussion followed, including comments about how well the lot was performing by Jeremy Zenner (owner). The Commission agreed that approving this alternate material only applies to this location and similar requests will require Plan Commission approval. Hansen commented that he thought the lot was fine as constructed. Hansen moved and Johnson seconded a motion to reissue ZP 18-04 to remove the conditions and approve the parking lot as constructed.
Roll Call Vote: Zimmerman, Dixon, Hansen, Johnson and Wellner -all ayes. Motion to approve carried (5,0,2)
Discussion/Action: Schmidtfranz paving extension request
Chad Schmidtfranz has requested an extension until 2021 to have his parking lot paved. Zimmerman moved and Hansen seconded a motion to grant the request.
Roll call vote: Dixon, Hansen, Johnson, Wellner and Zimmerman - Aye. Motion to grant Schmidtfranz Auto an extension to 2021 to have his parking lot paved passes (5,0,2)
Discussion/Action: Driveway apron zoning permit requirement
Building Inspector Christensen explained a situation where a driveway apron was constructed off of an alley that has blocked drainage and is causing water to pond in a neighbors backyard. Christensen suggested that all new driveways should be required to have a zoning permit to avoid this type of problem.
Johnson moved and Dixon seconded a motion to proceed to public hearing to require a zoning permit for newly constructed access driveways. All Yes, Motion Carried (5,0,2)
Zimmerman moved and Johnson seconded a motion to adjourn the meeting at 5:39 PM. All Ayes motion carried (5,0,3)
