Call to Order/Roll Call
Mayor Mike Wellner called the meeting to order with the following members present: Dave. J. Brandner, Laura Holmes, Greg Knight, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.
Pledge of Allegiance - Clem Johnson
Alderperson Johnson began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.
Open Meeting Law Compliance
Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.
City Personnel Present
The following City personnel were present: City Coordinator/Public Director John Fales, Street & Water Superintendent Joe Harris, and Office Manager Ashley Lemke. City Clerk Ginny Brost and City Attorney Courtney Graff were an excused absence.
Visitors present were: Brian Wilson-Star News, Chuck Prihoda and Amanda Lange - Our Village Playground.
Citizens & Delegations Comments
No citizens or delegations addressed the Committee.
Laura Holmes moved, Christine Weix seconded a motion to approve the July 2, 2019 Council meeting minutes as presented and to place the same on file in the Clerk’s Office: . All in favor: All Aye. Motion Carried.
Discussion/Action: Donor Recognition Sign for All Inclusive Playground
Representatives from the Our Village Playground committee addressed council on questions previously brought up, such as durability of sign, size of sign and safety of the sign.
Additional discussion took place between Council and Our Village Playground representatives, items discussed: (1) Concerns on climbing of the sign. (2) Size of sign, is it proportioned correctly with everything else in the park. (3) Cost of sign, and maintenance of sign. (4) Other options that could be used to allow standardization within the park, or that ties in with other signs within the park area. (5) Message that is being sent with the sign.
Greg Knight moved, Dave Brandner seconded a motion to recommend Council table action on the Our Village Playground sign, and have it brought back with additional options of design. Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Peggy Kraschnewski-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-No (7 Yes; 1 No) Motion Carried.
Discussion/Action: Issuance of Operator's (Bartender's) License(s)
Clem Johnson moved, Michael Bub seconded a motion to approve the issuance of two year regular operator's licenses for the period beginning July 1, 2019 and ending June 30, 2021: Stacey Kilty, Carey Volgman, and Kristine Woebbeking. All in favor: All Aye. Motion Carried.
Coordinator's Report - John Fales
The Coordinator's report was as follows: (1) An update on the Public Works projects was given. (2) An update on the Electric Utility projects was given. (3) An update on the Wastewater Utility projects was given.
Communications from the Mayor
Dave Roiger moved, Clem Johnson seconded a motion to adjourn the meeting at 6:35 PM. All in favor: All Aye. Motion Carried. Meeting adjourned.
