Call to Order/Roll Call
Mayor Mike Wellner called the meeting to order with the following members present: Dave. J. Brandner, Laura Holmes, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson. Alderperson Greg Knight was an excused absences. All vote tallies will be with the exception of Alderpersons Knight's votes.
Pledge of Allegiance - Mike Bub
Alderperson Bub began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.
Open Meeting Law Compliance
Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.
City Personnel Present
The following City personnel were present: Street & Water Superintendent Joe Harris, Police Chief Bryan Carey, and Office Manager Ashley Lemke. City Clerk Ginny Brost, Coordinator/Public Works Director John Fales, and City Attorney Courtney Graff were excused absences.

Peggy Kraschnewski moved, Laura Holmes seconded a motion to approve the following minutes, and place the same on file in the Clerk's Office: (1) June 4, 2019 Council, (2) June 4, 2019 Council Closed Session, and (3) June 24, 2019 Committee of the Whole. All in favor: All Aye. Motion Carried.
Authorization to Purchase Police Equipment & Funding for the Same
Dave Roiger moved, Clem Johnson seconded a motion to authorize the Medford Police Department to purchase replacement computers in patrol cars, a security locker for the school resource officer and replacement soft ballistic body armor at a cost not-to-exceed $24,000 with monies allocated from the Vehicle Registration account (27-55215-11200). Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Absent; Peggy Kraschnewski-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (7 Yes; 0 No; 1 Absent) Motion Carried.
Issuance of a Parade/Special Event Permit - LITE Foundation Glow Run
Laura Holmes moved, Peggy Kraschnewski seconded a motion to approve the Weather Shield Employee LITE Foundation's parade/special event request for their annual LITE Foundation Glow Run to be held on August 22, 2019 beginning at approximately 7:00 PM and ending at approximately 8:30 PM. All in favor: All Aye. Motion Carried.
Issuance of a Parade/Special Event Permit - Medford Morning Rotary Club Oktoberfest
Clem Johnson moved, Peggy Kraschnewski seconded a motion to approve the Medford Morning Rotary Club parade/special event request for their Medford Morning Rotary Club Oktoberfest to be held on September 21, 2019 beginning at approximately 10:00 AM and ending at approximately 10:00 PM. All in favor: All Aye. Motion Carried.
Issuance of a Street Closing Permit - Marilyn's Fire Station Vegtable Spit Concert
Laura Holmes moved, Clem Johnson seconded a motion to approve the Marilyn's Fire Station street closing request for their Vegtable Spit Concert to be held on July 12, 2019 beginning at approximately 7:00 PM and ending July 13, 2019 at approximately 7:00 AM. All in favor: All Aye. Motion Carried.
Issuance of a Parade/Special Event Permit - Freedom Ride - 4th of July Bike Ride
Dave Brandner moved, Peggy Kraschnewski seconded a motion to approve Huey's Hideaway - Freedom Fest parade/special event request for their Freedom Ride - 4th of July Bike Ride to be held on July 4, 2019 beginning at approximately 10:00 AM and ending at approximately 12:00 PM. All in favor: All Aye. Motion Carried.
Issuance of a Parade/Special Event Permit - Taylor County Fair 5K
Clem Johnson moved, Laura Holmes seconded a motion to approve the Taylor County Fairs parade/special event request for their annual Taylor County Fair 5K to be held on July 25, 2019 beginning at approximately 6:00 PM and ending at approximately 7:00 PM. All in favor: All Aye. Motion Carried.
Issuance of a Noise Permit - Taylor County Fair
Dave Roiger moved, Peggy Kraschnewski seconded a motion to approve the Taylor County Fairs noise permit request for the Taylor County Fair as follows: (1) Thursday, July 25th from 12:00 PM to 11:00 PM; (2) Friday, July 26th from 12:00 PM to 11:59 PM; (3) Saturday, July 27th from 12:00 AM to 1:00 AM; (4) Saturday, July 27th from 12:00 PM to 11:59 PM; (5) Sunday, July 28th from 12:00 AM to 1:00 AM; and Sunday, July 28th from 12:00 PM to 10:00 PM. All in favor: All Aye. Motion Carried.
Issuance of Refuse/Recycling Hauler's Licenses
Clem Johnson moved, Peggy Kraschnewski seconded a motion to approve the issuance of refuse collection/recycling hauler’s licenses to Express Disposal, Inc. for the period beginning July 1, 2019 and ending June 30, 2020. All in favor: All Aye. Motion Carried.
Issuance of Private Well Permits
