Call to Order/Roll Call

 

Mayor Mike Wellner called the meeting to order with the following members present: Dave. J. Brandner, Laura Holmes, Greg Knight, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

 

 

Pledge of Allegiance - Dave Roiger

 

Alderperson Roiger began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

 

 

Open Meeting Law Compliance

 

Mayor Wellner announced that this was an open meeting of the Committee of the Whole. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

The following City personnel were present:  Street & Water Superintendent Joe Harris, Office Manager Ashley Lemke, and Police Chief Bryan Carey.  Coordinator/Public Works Director John Fales was an excused absence.

May 2019 Building Permit Report - The Committee reviewed the May 2019 building permit report.

Public Safety - Christine Weix

 

Discussion/Recommendation: Authorization to Purchase Police Equipment & Funding for the Same

 

The Medford Police Department is requesting authorization to purchase replacement computers in patrol cars, a security locker for the school resource officer and replacement soft ballistic body armor at a cost not-to-exceed $24,000.  If approved, funds would be allocated from the Vehicle Registration account (27-55215-11200).

 

Dave Roiger moved, Laura Holmes seconded a motion to recommend that Council authorize the Medford Police Department to purchase replacement computers in patrol cars, a security locker for the school resource officer and replacement soft ballistic body armor at a cost not-to-exceed $24,000 with monies allocated from the Vehicle Registration account.  All in favor:  All Aye Motion Carried.

 

 

Discussion/Recommendation: Parade/Special Event Application - LITE Foundation Glow Run

 

Weather Shield Employee LITE Foundation has submitted a parade/special gathering request for the LITE Foundation Glow Run to be held on August 22, 2019 beginning at approximately 7:00 PM and ending at approximately 8:30 PM. City departments have reviewed the request, and had no comments.

 

Clem Johnson moved, Greg Knight seconded a motion to recommend that Council approve the issuance of a parade/special event permit to Weather Shield Employee LITE Foundation has submitted a parade/special gathering request for the LITE Foundation Glow Run to be held on August 22, 2019 beginning at approximately 7:00 PM and ending at approximately 8:30 PM. All in favor:  All Aye. Motion Carried.

 

 

Discussion/Recommendation: Parade/Special Event Application - Medford Morning Rotary Club Oktoberfest

 

Medford Morning Rotary Club has submitted a parade/special gathering request for the Medford Morning Rotary Club Oktoberfest to be held on September 21, 2019 beginning at approximately 10:00 AM and ending at approximately 10:00 PM. City departments have reviewed the request, and had no comments.

 

Peggy Kraschnewski moved, Clem Johnson seconded a motion to  recommend that Council approve the issuance of a parade/special event permit to Medford Morning Rotary Club has submitted a parade/special gathering request for the Medford Moring Rotary Club Oktoberfest to be held on September 21, 2019 beginning at approximately 10:00 AM and ending at approximately 10:00 PM. All in favor:  All Aye. Motion Carried.

 

 

Discussion/Recommendation:  Temporary Street Closing Permit

 

Marilyn's Fire Station - Vegtable Spit Concert for Suicide Prevention & Mental Health Awareness

 

 

The Marilyn's Fire Station has submitted street closing request for the Vegtable Spit to be held on July 12, 2019 beginning at approximately 7:00 PM and ending July 13, 2019 at approximately 7:00 AM. City departments have reviewed the request, and had no comments.

 

Clem Johnson moved, Dave Roiger seconded a motion to   recommend that Council approve the issuance of a street closing permit to Marilyn's Fire Station for their Vegtable Spit Concert to be held on July 12, 2019 beginning at approximately 7:00 PM until approximately July 13, 2019 7:00 AM.  All in favor:  All Aye.  Motion Carried.

 

 

Electric Utility - Laura Holmes

 

There were no Electric Utility issues to discuss.

 

Landfill/Refuse/Recycling - Laura Holmes

 

Discussion/Recommendation:  Refuse/Recycling Hauler's Licenses

 

Express Disposal Inc has submitted their refuse collection/recycling hauler’s license applications for the period beginning July 1, 2019 and ending June 30, 2020. 

 

Peggy Kraschnewski moved, Christine Weix seconded a motion to   recommend that Council issue refuse/recycling hauler's license to the following for the period beginning July 1, 2019 and ending June 30, 2020:  (1)  Express Disposal Inc. All in favor:  All Aye.  Motion Carried.

 

 

Wastewater Utility - Laura Holmes

 

There were no Wastewater Utility issues to discuss.

 

Water Utility - Laura Holmes

 

Discussion/Recommendation:  Issuance of  Private Well Permits

 

The following have submitted a request to renew their private well permits: (1) Clement Johnson @ 608 Billings Avenue;  (2) Mary Pernsteiner @ 750 South Gibson Street; (3) Dennis Mertens @ 125 Conan's Cove; (4) Chad Kloth @ 815 South Park Avenue; (5) Medford Cooperative Inc @ 651 East Gravel Road; (6) Brunner Well Drilling LLC @ 303 South Eighth Street; (7) Medford Area Public Schools @ 1015 West Broadway Avenue; (8) Jan Dehne @ 134 South CTH Q; (9) Sierra Pacific Windows @ 575 South Whelen Avenue; (10) Weather Shield Windows & Doors @ One Weather Shield Plaza; (11) Correction Creek Chiropractic @ 1260 South Eighth Street; (12) Shay Creek LLC @ 1281 North Eighth Street; (13) Lucas Fuchs @ 729 South Park Avenue.

 

All requests meet the requirements of the City Code of Ordinances, and are eligible for a two-year renewal of their private well permit beginning August 1, 2019 and ending July 31, 2021.

Discussion/Recommendation: All Inclusive Playground Sign

 

Our Village Playground committee has requested to install a sign at the entrance of the All Inclusive Playground honoring volunteers and donors.  Pictures were included to show the concept and design of the proposed sign. 

 

The Mayor and the Committee discussed the following: (1) The materials the sign would be made of. (2) The dimensions of the proposed sign. (3) Maintenance and safety of sign.

 

Dave Roiger moved, Greg Knight seconded a motion to   recommend that Council table action on the Our Village Playground sign until additional questions can be answered and other design options are brought for possible consideration.  All in favor:  All Aye Motion Carried.

 

 

Tree Board -Mike Bub

 

There were no tree issues to discuss.

 

Pool Committee - Mike Wellner

 

There were no pool issues to discuss.

 

Coordinator's Report - John Fales

 

The Coordinator's report was as follows:  (1) An update on the Electric Utility projects was given.  (2) An update on the Public Works project was given.  (3)  An update on the Wastewater Utility projects was given.

 

Communications from the Mayor

 

Upcoming Meeting Schedule - The upcoming meeting schedule was distributed.

 

Planning Commission Meeting - The Plan Commission meeting is scheduled for Monday, July 8, 2019.
