Call to Order/Roll Call

 

Mayor Mike Wellner called the meeting to order with the following members present:  Dave. J. Brandner, Laura Holmes, Greg Knight, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

 

Pledge of Allegiance

 

Alderperson Weix began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

 

Open Meeting Law Compliance

 

Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

The following City personnel were present:  Coordinator/Public Works Director John Fales, Street & Water Superintendent Joe Harris, Office Manager Ashley Lemke, and Wastewater Utility Superintendent Ben Brooks. City Clerk Ginny Brost and City Attorney Courtney Graff were excused absences.

Peggy Kraschnewski moved, Greg Knight seconded a motion to approve the following minutes, and place the same on file in the Clerk's Office:  (1)  February 19, 2019 Committee of the Whole Closed Session, (2) May 7, 2019 Council, (3) May 7, 2019 Council Closed Session #1, (4) May 7, 2019 Council Closed Session #2, (5) May 17, 2018 Special Council, (6) May 28, 2019 Committee of the Whole, and (7) May 29, 2019 Board of Review.  All in favor:  All Aye. Motion Carried.

 

Resolution Adopting the Annual Wastewater Treatment Plant Compliance Maintenance Report

 

Clem Johnson moved, Laura Holmes seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1860 that adopts the annual Wastewater Treatment Plan Compliance Maintenance Report.  Roll Call Vote:  Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Peggy Kraschnewski-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried.

 

 

Transfer of Land to Carol Arndt Life Estate and Property Preservation, Inc. Due to a Main Street Encroachment

 

Dave Roiger moved, Clem Johnson seconded a motion to approve the following land transfers by quit claim deed to the following to address the encroachment issues on Main Street:  (1)  Outlot 3 of Certified Survey Map #2492 to Carol A. Arndt, a life estate interest; and Perry A. Arndt, Mark L. Arndt, and Kristin A. Wildberg as equal tenants in common, a remainder interest; and (2)  Outlot 2 of Certified Survey Map #2492 to Property Preservations, Inc. All in favor:   All Aye.

Hiring for Treasurer Position Including Establishing a Selection Committee

 

Peggy Kraschnewski moved, Greg Knight seconded a motion to authorize the Coordinator/Public Works Director to begin the search for a new Treasurer as Treasurer Kevin Doberstein will be retiring on December 31, 2019.  The motion included establishing a selection committee composed of the Mayor, Council President, and Coordinator/Public Works Director.  All in favor:  All Aye.

Updated Treasurer's Job Description

 

The Committee reviewed the updated Treasurer's job description.

Dave Roiger moved, Laura Holmes seconded a motion to the issuance of a six-month Class B beer license to The Medford City Baseball, Inc., Kimberly Wojcik, Agent, for the premise located at 701 Centennial Parkway for the period beginning June 4, 2019 and ending October 31, 2019.  All in favor:  All Aye. Motion Carried.

 

 

Transfer of Class B Beer/Liquor License to Citizens State Bank for the Premise Located at 507 South Eighth Street

 

Clem Johnson moved, Greg Knight seconded a motion to approve the transfer of a Class B beer/liquor license to the Citizens State Bank for the premise located at 507 South Eighth Street retroactive to May 10, 2019 and ending June 30, 2019.  All in favor:  All Aye. Motion Carried.

 

 

Issuance of a Class B Beer/Liquor License to Citizens State Bank for the Premise Located at 507 South Eighth Street

 

Greg Knight moved, Peggy Kraschnewski seconded a motion to approve the issuance of a Class B beer/liquor license to Citizens State Bank for the period beginning July 1, 2019 for the premise located at 507 South Eighth Street.  The motion included that prior to beginning the revocation process for failure to commence sale after 90 days of issuance, the matter be brought back to Council for review in mid-September of 2019.  All in favor: All Aye. Motion Carried.

 

 

Issuance of a Parade/Special Event Permit - Walk Together for Suicide Awareness

 

Clem Johnson moved, Dave Roiger seconded a motion to approve the Taylor County Mental Health Awareness Council/Medford Schools parade/special event request for their annual Walk Together for Suicide Awareness to be held on August 23, 2019 beginning at approximately 5:30 PM and ending at approximately 8:00 PM. All in favor: All Aye. Motion Carried.

 

 

Issuance of Refuse/Recycling Hauler's Licenses

 

Greg Knight moved, Christine Weix seconded a motion to approve the issuance of refuse collection/recycling hauler’s licenses to Advanced Disposal and Waste Management of Northern Wisconsin for the period beginning July 1, 2019 and ending June 30, 2020. All in favor:  All Aye. Motion Carried.

 

 

Authorization for Public Works Department to Purchase a Snowblower & Funding for the Same

 

The Public Works Department solicited quotes for a 2019 snow blower.  Quotes received were as follows:

Laura Holmes moved, Clem Johnson seconded a motion to adjourn to Closed Session in accordance with Wisconsin State Statute 19.85(1)(c) & (f) to consider the employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility and consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where 19.85(b) applies which if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.  The purpose of this Closed Session is to discuss a Public Works employee leave of absence request.  Roll Call Vote:  Dave J. Christine Weix moved, Laura Holmes seconded a motion to approve a Public Works employee's request for a paid leave of absence request effective June 10, 2019 and ending July 19, 2019 due to health condition that renders the employee unable to perform the employee's job duties at this time.  All in favor:  All Aye. Motion Carried.
